Felicia M. Barlow Clar has been in love with the entertainment industry since early childhood.
She began her own pursuits in music in middle school and continued on after college for nearly ten years of voice lessons and theatrical performance. Gradually she moved backstage into event and film production and has come full circle in entertainment programming and booking talent.
Felicia is a true Renaissance woman and multi-faceted creative with a wealth of expertise and background in marketing, accounting, merchandising, events and video production.
She brings her insight and experience to every assignment, both large and small. She possesses the rare, but profound combination of solid business acumen and creativity, and uses both to master each project.
She travels across the country to view the hottest bands, dancers, comedians, and theatrical performers in the industry. In addition to presenting well-respected established artists, she specializes in finding emerging acts that represent the rising talent of the future, and she stays current on entertainment trends.

An Award-Winning Producer And Writer
In addition to large scale events, Felicia is an award-winning video producer and writer. Her favorite project to date has been producing and directing a music video parody for the Annapolis SPCA ⏤ also her favorite place to volunteer.
Notable credits include Ace of Cakes, The Contender, PBS, and extras work on HBO’s The Wire. She understands production from many angles. Felicia holds a Masters degree in Producing for Film and Video from The American University, and she has served as President of the DC chapter of Women in Film & Video, among many other volunteer roles for WIFV. She founded and admins a group on Facebook for filmmakers, musicians, and creatives around the globe, currently nearing 15,000 members.
Her two additional degrees reflect her business mind: an AAS in Merchandising and Buying from the Fashion Institute of Technology in New York City; and a BA in Civil Rights/American history from the University of Maryland, College Park.
Felicia has been acknowledged for her business skills. She was one of 25 selected from a pool of more than 500 applicants to receive training and earn a certificate in Business Skills Training from Women Entrepreneurs of Baltimore. More recently, she earned a Certificate of Achievement from the Fashion Institute of Technology for research and marketing of Beauty Industry Essentials.
Locally, she was part of the committee that founded the resurgence of the Annapolis Film Festival and served as its first Board Vice President. She also acted as Marketing Director and a co-festival producer for Annapalooza.
